Conservation Commission Minutes 12/04/2013
Greenfield Conservation Commission
Minutes
December 4, 2013

Attended:       Carol Irvin, Chair; Neal Brown, Ray Cilley, Karen Day, Janet Renaud

Meeting began at 7:30 p.m.

·       Mail. The mail was reviewed.
·       Contoocook Local Advisory Committee. Janet provided a report on the activities of this committee. They have produced a range of maps including maps for wildlife habitat, flood plains, and zoning. The committee will be launching a fundraising campaign and we should be looking for an email or letter from Michelle Hamm. The Commission then discussed whether we should and have the means of supporting this fundraising effort. The members wanted more details on the fundraising and how the funds would be used.
·       October 31st Meeting with BOS.  Carol reported on the meeting she and Ray had with the BOS on October 31st. The BOS was supportive of expanding our budget to accommodate a professional secretary to take minutes at our meeting. Neal had a name of someone who might be interested in the job and Carol will followup with her.  Carol also reviewed the discussion she and Ray had with the BOS regarding the accounting practices for the Conservation Fund.
·       Job Description for the Town Forester.
o       History: Ray has been concerned that the job description for the Town Forester needed to be updated and contain more detail. Karen has been working with Karla on this description and the Commission has seen an initial draft.
o       Current: Karen noted that the draft description had been reviewed by the BOS and a nre job description had been approved.  She will send the Commission members a copy of the description. Ray believes the description should be on the town website so that anyone can access it.
·       Town Properties. Ray wanted to know whether the ever voted to designate the Savage Road property a “town forest.” Ray proposed that the Commission sponsor a warrant article at town meetings to designate this property officially as a town forest and include the Fleck Conservation piece to be part of it as well.  Janet volunteered to find out the deadlines for submissions of warrant articles. Carol got the files out and noted that the official name of this property is the George Proctor Recreation Area and the deed states that the land is to be managed as a town forest by the sportsman club, which no longer exists. The members agreed that a warrant article properly wasn’t necessary. In addition, the BOS has been discussing the possibility of developing a stewardship for this property and the Koch-Brown property as well.
·       Robertson WRP Easement. Ray reported that Sue Knight from the NRCS was planning a site walk on Monday at 10am.  Carol stated that she would attend the walk. [After the meeting, the walk was postponed to the Spring due to snow.] .
·       Erosion at the Boat Launch.  Ray presented some pictures of erosion at the boat launch on Otter Lake.  While disturbing, the members agreed that we probably couldn’t do much about it other than to notify the appropriate people because the launch is maintained by Fish and Game.  .

Meeting adjourned at 9:30 p.m.
